Many of the indigents in the lower socioeconomic ladder, can get free mandatory auto insurance. If they buy the mandatory auto insurance and find out their bank account is dry and they have no money for food, they can go on food stamps. I have done three studies that show an increase in food stamps due to mandatory auto insurance laws. Two of these are at http://www.foodstampstudy.com A food stamp survey I had done thru the Montana DPHHS, showed 12 per cent said auto insurance was a reason for needing food stamps. Wisconsin should be checking to see if there is an increase in food stamps due to mandatory auto insurance.

What a bunch of insurance company propaganda. A settlement will only go up if there is the damages to justify the increased claim. With a smaller limit on the mandatory coverage, of course there is going to be a smaller average limit. Sounds like a lot of people going uncompensated. Also a lot of injuries being shifted from the at fault person on to the government and other health insurance coverages.
